The National Oceanic and Atmospheric Administration (NOAA) forecasts that the greatest chances for moderate-to-major flooding during Spring 2020 are in the Red River in the north and parts of the upper Mississippi and Missouri basins. These areas have risk levels which range from above normal to significantly elevated. In addition, all major waterways in the middle of the country are at elevated risk levels.
